Originally conceived as a way to escape the complexities of elven politics, a group of elves sailed across the sea to find a place to call their own. Upon finding there was not enough unclaimed land to sustain a purely elven society, they were subjected to complicated political forces that culminated in the formation of a loose coalition of city-states operating under a cohesive banner.<br />

Each city is given considerable lee-way to handle their own internal matters.<br />
